Job summary
The Deputy Head of Resource Planning is a senior leadership role within the Planning Directorate, responsible for leading the Trust's operational and Emergency Operations Centre (EOC) resource planning and scheduling functions. The postholder will ensure that the Trust has the right people, with the right skills, in the right place at the right time to meet patient demand, operational performance standards and regulatory requirements. The role provides strategic and operational leadership to the Scheduling Department, drives performance improvement, and works closely with internal and external stakeholders to support the delivery of safe, effective and efficient patient care. The successful candidate will also deputise for the Head of Resource Planning as required.
Main duties of the job
Lead the operational resource planning and scheduling function across a large geographical area to ensure workforce resources are aligned to patient demand and service requirements.
Manage and develop a large team of Resource Planning Managers, Scheduling Coordinators and support staff, promoting high performance and staff wellbeing.
Provide expert advice and recommendations on workforce planning, resourcing strategies and operational performance to senior leaders across the Trust.
Ensure compliance with statutory, regulatory and organisational requirements, including Working Time Regulations and workforce governance standards.
Lead performance improvement initiatives and support the development of innovative workforce planning solutions to improve service delivery and patient outcomes.
Build and maintain effective relationships with stakeholders including operational teams, trade union representatives and external partners.

Essential criteria
- Master's Degree or equivalent professional qualification or substantial demonstrable experience working directly in Resource Planning at a senior level.
- Demonstrable evidence of advanced specialist knowledge in Resource Planning and Scheduling.
- Evidence of professional development in the last 12 months directly related to Resource Planning.
- Recent industry qualifications or other substantial demonstrable experience with call centre rostering processes.
- European Computer Driving Licence or demonstrable working knowledge of using the full range of Microsoft Office applications.
- Significant in-depth management experience leading a team in a responsive, fast paced customer-focused operational environment.
- Significant experience specifically within a delivery role related to Resource Planning.
- Experience of call centre rostering demands and demonstrable knowledge of industry standards processes.
- Experience of directly reviewing new and existing Resource Planning Policies to ensure they meet business requirements.
- Experience of managing a large team across a wide geographical area, potentially working remotely, including managing operational performance of staff and managers in a pressured environment.
- Experience of Business Planning, Objective Setting and Performance Management to meet strategic goals.
- Recent experience in any of the key 4 areas: strategic workforce planning, capacity planning, demand forecasting, or resource allocation.
- An expectation of advanced working practice of Global Rostering System (GRS) and its functions.
- Demonstrable understanding of Workforce Management systems and database software managing resource plans.
- High standard of report writing skills suitable for a wide range of audiences specifically focused on Resource Planning.
- Demonstrated capability in managing resource plans over short-, medium- and long-term timeframes with a particular familiarity to adjust plans and resource requirements accordingly.
- Ability to analyse and interpret complex information/data to make intelligence-led resource allocation decisions, implementing appropriate changes with limited guidance.
- Presenting complex, sensitive or contentious information to internal and external groups.
- Detailed knowledge within recent working practice of Health & Safety, Information Governance, Working Time Directive and Care Quality Commission requirements.
- Prioritising conflicting demands and often unpredictable work patterns.
- Confident in autonomous decision making, potentially with limited guidance.
- High level, professional report writing skills for Senior Management Level.
- Continuous learner, stays updated with industry best practices, resource management trends and emerging technologies.
- Making and owning autonomous decisions in fast paced, highly pressured environments to exacting deadlines.
Desirable criteria
- Experience of managing budgets, ensuring accountability and best value.
- Recent or current experience working in emergency services, NHS or logistics sectors.
- Experience of effective partnership working with trade unions and understanding of principles of partnership working and employee relations.
