Job summary
Join our Financial Accounting Team and help ensure the accuracy, integrity and compliance of the Health Board's financial records.
You will be responsible for maintaining balance sheet accounts through timely reconciliations and ensuring appropriate accounting treatment to support the production of Annual Accounts, Whole of Government Accounts returns and monthly financial reporting.
Working closely with the Financial Accountant, you will support VAT and taxation activities, including preparing VAT returns to HMRC and responding to VAT queries. You will also ensure the correct accounting treatment of operational leases, salary sacrifice schemes and stock balances.
The role includes line management responsibility for a member of staff, including workload allocation, training, performance management and day-to-day supervision.
You will contribute to a range of Financial Accounting activities, including charitable funds, losses and other ad hoc work, and provide cover for the Financial Accountant when required.
We are looking for a proactive and organised individual with strong analytical skills, excellent attention to detail and experience in financial accounting, reconciliations and reporting. The successful candidate will be able to manage priorities, build effective working relationships and contribute to improving financial processes and controls.
Main duties of the job
Accounting
In collaboration with the service aid the processing of all NHS creditor invoices that have reached the 10 week outstanding stage to ensure they do not reach arbitration stage, highlighting ongoing issues.
Assist in the Agreement of Balances process throughout the year.
Ensure schedules and accounting journals are prepared to apportion charges associated with salary sacrifice schemes and payroll deductions to the appropriate budget. This will involve regular liaison with NHS Wales Shared Services on resolving any issues or queries that may arise on the operation of salary sacrifice schemes.
VAT and Other Taxation Issues
Aid in the preparation of the UHB's VAT returns, ensuring systems are in place to correctly record VAT which requires an expert knowledge of NHS VAT rules. Will also provide advice and training on VAT matters across the UHB.
Prepare and maintain procedure notes on the preparation of VAT returns and their underlying records.
Other
Line management responsibilities for a Finance Officer (band 4), including all duties within that post. This also includes undertaking PDRs, performance management, leave approval and other duties associated with a line manager's role.

What success looks like
Essential criteria
- Good knowledge of accounting processes
- AAT qualified or studying for CCAB qualification
- Excellent Microsoft Excel knowledge and use
- Experience of working in a finance setting
- Experience of staff supervision or management
