Job Description

Business Analyst Business Analyst (GDS) 6-month contract Remote Working Outside IR35 Market Rates (c£425 per day) The Opportunity: Our client is supporting a major UK Government Department on a strategically important Discovery programme to shape the future of its Case and Incident Management capability. The Discovery will examine how the organisation manages cases, incidents, contacts, alerts, information flows and coordinated responses across routine operations and major incidents. We are seeking an experienced Business Analyst (SFIA Level 5) to undertake structured business and operational analysis, helping to define future service requirements and inform the next phase of delivery. Working as part of a multidisciplinary Agile team, you'll collaborate with Product Managers, Service Designers, User Researchers, Enterprise Architects and Technical Architects to understand the current operating environment, identify opportunities for improvement and help develop recommendations that will shape future Alpha delivery. This is an excellent opportunity to contribute to a high-profile Government Discovery programme while working with experienced digital and architecture professionals. Skills and Experience: Essential Significant Business Analysis experience operating at SFIA Level 5. Proven experience delivering Business Analysis within Government Digital Service (GDS) Discovery phases or similarly complex digital transformation programmes. Strong process mapping, business process analysis and requirements elicitation skills. Excellent workshop facilitation and stakeholder engagement experience. Experience analysing end-to-end services spanning multiple business areas, systems and operational processes. Ability to distinguish between user needs, business requirements, constraints, assumptions and potential solution options. Strong analytical and documentation skills, with experience producing clear, evidence-based outputs for senior decision-makers. Experience working with operational, product, technical, data and governance stakeholders. Excellent communication and relationship-building skills. Desirable Public Health / Healthcare Case Management / Incident Management / Emergency Response / Regulated Services Large-scale Public Sector organisations with Government Digital Service (GDS) delivery Role and Responsibilities: Undertake structured business and operational analysis across case and incident management services. Elicit, analyse and document business, operational and organisational requirements across routine, enhanced and severe incident response. Map current business processes, user journeys, stakeholder interactions, information flows, dependencies and operational hand-offs. Identify pain points, duplication, manual workarounds, failure demand, operational risks and opportunities for service improvement. Define, prioritise and document business requirements, use cases, assumptions and business rules. Support the assessment of business viability, technical feasibility and build, buy or reuse options. Contribute to the development of future service hypotheses, Discovery recommendations, roadmaps, success measures and the final Discovery Report. Work collaboratively within a multidisciplinary team including Business Analysts, Product Managers, Service Designers, User Researchers and Technical Architects. Facilitate workshops and stakeholder engagement sessions across business and technical communities. Present findings and recommendations clearly to senior stakeholders and decision-makers.
