PAY AWARD PENDING AT 3.3% salary will increase to £54,143 -
£56,293 per annum/pro rata for part time.

About The Team & Role

Were looking for a full-time Programme Manager on a fixed term contract until March 2028.

Come and work for a rewarding organisation, joining our Data and Intelligence Strategy Team as we help Gloucestershire County Council become a more insight-driven and intelligence-led organisation. The team sits within Planning, Performance and Insight service and works across the council to deliver the Data and Intelligence Strategy portfolio of work, supporting better decision-making, improved services and stronger outcomes for Gloucestershires communities.

As Programme Manager for the Data Availability Programme, you will play a key role in turning the strategy into reality. You will coordinate work across multiple teams, directorates and support services to improve how data is accessed and used across the council. This will include managing programme governance, complex dependencies, risks, benefits and stakeholder engagement, while helping to support the delivery of priority data products and analytical outputs.

About the Job
The post holder will be responsible for leading the development and implementation of ambitious, complex and multi-faceted data and
intelligence strategy programmes and projects, including elements of system redesign, remodelling of services, behaviour change and
delivery of savings.
This is what we need you to do
Manage one or more data and intelligence strategy programmes
and projects through their lifecycle from initiation to delivery of
benefits
Oversee projects within the programme, providing leadership for
the programme under the direction of the strategic lead
Lead on the development and communication of robust
programme and project plans and business cases, engaging
stakeholders in the process, and managing the gateway
approvals process for the programme
Be responsible for programme governance, (including
stakeholder management, change control, risk and issue
management and escalation, monitoring and evaluation, quality
assurance, resource management) ensuring that corporate
requirements are met
Manage project managers assigned to the programme,
providing them with leadership, direction and oversight,
managing interdependencies and resolving conflicts
Take overall responsibility for programme deliverables, working
closely with colleagues to ensure that the changes are
understood, owned and embedded within the business itself.
Provide matrix management for all staff and resources assigned
to the programme, including programme team members and
support services
