We're looking for a Resourcing Advisor to join our Resourcing Team and help us deliver a responsive, inclusive and continuously improving service across Public Health Wales.
This is a varied Band 5 role with plenty of scope to develop your resourcing knowledge and experience. You'll provide specialist advice to recruiting managers, help resolve recruitment issues and work across the recruitment journey from vacancy planning and attraction through to selection, appointment and onboarding.
Alongside the day-to-day advisory work, you'll have the opportunity to get involved in recruitment campaigns, inclusive recruitment activity, manager training, quality and data monitoring and improvement projects. You'll work closely with colleagues across People and OD, NWSSP Recruitment and managers across PHW, using your judgement to identify practical solutions and help improve how we recruit.

Main duties of the job
As a Resourcing Advisor, you will act as a professional point of advice for recruiting managers and People and OD colleagues, applying recruitment policy, relevant legislation and NHS Wales requirements to a wide range of recruitment situations.
You will assess and resolve recruitment queries and problems, gathering and considering relevant information, identifying practical options and advising managers on the most appropriate way forward. You will also take ownership of escalated recruitment issues, working with managers, candidates, NWSSP Recruitment and People and OD colleagues to bring matters to an effective resolution.
The role also has a strong continuous improvement focus. You will contribute to the development of recruitment guidance, processes and resources, including quality checks, audits and reviews. You will analyse recruitment data and feedback, and support projects and pilots aimed at improving recruitment performance, candidate experience and workforce outcomes.
You will work with a high degree of day-to-day independence, managing competing priorities and using your professional judgement while recognising when an issue requires escalation or specialist advice.

Essential criteria
- CIPD qualification at Level 5, or degree in a relevant subject, or equivalent level of knowledge and skills gained through relevant training and practical experience.
- Practical and theoretical knowledge of recruitment and selection sufficient to advise managers independently on a wide range of recruitment situations.
- Working knowledge of relevant employment and equality law, data protection, immigration/right-to-work and safe-recruitment requirements and their application to recruitment practice.
- Working knowledge of the Trac recruitment system.
- Experience of coordinating recruitment activity, campaigns, projects or other work involving multiple stakeholders and changing priorities.
- Experience of supporting or delivering briefings, training, coaching or guidance to others.
- Experience of providing recruitment, HR or people-practice advice to managers and applying policy/guidance to varied situations
- Able to build effective working relationships with managers, candidates and internal/external partners and provide a professional, customer-focused service.
- Welsh Language Skills at level 1, e. g. introduce yourself, greet someone in person and answer the phone with a Welsh scripted greeting.
- Able to work flexibly to meet occasional deadlines or scheduled recruitment activity.
- Ability to travel within Wales and occasionally England to support recruitment activity, meetings, events or training.
